There are only two possibilities. America has passed laws like this before for major wars. In legalese the best of laws are twisted to suit the means to an end. Due process works. It always has. Setting a precedent. The legislators didn't read it. It is a bad law. Bad laws make bad government. Enjoy their opinions.
