Senators have recommended tearing up the military doctrine banning initial use of weapons of mass destruction

VLADIMIR Putin now has power to launch pre-emptive nuclear strikes against the West under plans approved by the Russian parliament.
Senators have recommended tearing up the military doctrine banning initial use of weapons of mass destruction.
Russia would be allowed to launch a nuclear strike against the West
It comes after the Russian president said Moscow would retaliate if the US withdrew from a landmark cold War missile treaty.
Currently the doctrine prohibits first use unless Russia is threatened by weapons of mass destruction or if its "very existence is in jeopardy".
But the revision would give Putin power to order strikes in response to enemy use of conventional weapons, reports The Times.
Senators in the Federation Council propose that Russia should be allowed to hit back with nuke weapons if the country is attacked by "hypersonic and non-nuclear strategic weapons".
The move comes after Donald Trump announced that the US plans to withdraw from Intermediate-Range Nuclear Forces (INF) Treaty signed by Ronald Reagan and Mikhail Gorbachev in 1987.
Russia and America have accused each other of violating the deal, with the matter expected to be discussed by Trump and Putin at a G20 meeting in Argentina.
The Kremlin warned that the US decision would make the world “a more dangerous place”.
The Times reported that Franz Klintsevich, a member of the council’s defence committee, said that eastern European countries hosting Nato military bases, such as Estonia, Latvia and Lithuania, “should understand that we won’t simply look at that through our fingers — we will react”.
Konstantin Kosachev, the head of the council’s foreign committee, said that the US intention to withdraw from the treaty could lead to Russia deploying missiles banned by the pact “on the territories of our allies”.
The move comes after the Pentagon updated its own nuclear policies by broadening the circumstances under which it would carry out nuclear strikes.
Only last month, Putin told an international policy forum that Russia would only use its nuclear weapons in response to a nuclear attack on the country.
He told the Valdai Club: “Our strategy of nuclear weapons use doesn’t envision a preemptive strike.
"Our concept is a launch under attack. Only when we become convinced that there is an incoming attack on the territory of Russia, and that happens within seconds, only after that we would launch a retaliatory strike.”
